Abstract

Educational needs and events are moving faster than what traditional synchronous methods can cope with. The world is looking for ways of educating more people efficiently and effectively at a shorter period than before, but the developing world still battles with the traditional synchronous methods as their yearly educational needs grow geometrically. It is pathetic as very high percentage of prospective students seeking admission into Nigerian higher education are turned back yearly while those admitted are congested in large classrooms benefiting little or nothing from their lectures. Time, economic resources and place of residence have been the major challenges to equity and equality in benefiting from the normal brick and mortar educational institutions. Open distance education (ODE) has emerged as solution to these challenges. Advancement in information communication technology (ICT) creates new opportunities for enhancing the effectiveness and efficiency of ODE. In most advanced countries, distance education system has become e-learning and technologically advanced that students are taught from remote places efficiently as if the teacher and students are together. Apart from this, modern teaching and learning techniques are becoming worldwide that in a short time, any part of the world that does not adopt this system will be left behind. These authors therefore deem it timely to develop e-learning strategy for open and distance education programs in Nigeria. They came up with an e-learning framework tagged AASCE Framework for Quality E-learning Strategy, while the AASCE is an acronym for Administration, Analysis, Institutional Strategy, Courseware Development and Evaluation.
